Atlia

Atlia is an Arlian Vegeta and Nappa meet while on their way to Earth in the anime version. He never actually appears in the manga, although he plays a fairly key role in the Prime Minister's Epic. In the short while we see him in the anime, Atlia seems very just and kind, explaining to the Saiyans the nature of his political unrest and his mourning over the loss of his wife, Lemlia. He trusts the Saiyans and presumably leads the uprising against the Arlian tyrant king,, finally reunited with Lemlia only to have his joy cut short when Vegeta destroys the planet.
