Lord Enma

Lord Enma is a huge, demon-like figure who sits behind a desk at the Earth's Afterlife Check-in Station and decides whether all the incoming souls are going to Heaven or Hell. He seems to be fairly short-tempered but seems to be just and good, since he does grant Goku, and eventually Tien, Piccolo, Yamcha, and Chao Tsu, to visit King Kai via Snake Way. King Kai trained Enma himself, and Enma was the only person to actually make it all the way down Snake Way to train with King Kai until Goku comes along.
